Monica AllenMonica R. Allen graduated from Hampton University and The College of William and Mary in with BA and MA degrees in Psychology respectively. She received her Doctor of Philosophy degree in Organization and Management – Business concentration from Capella University.

Monica is currently the Director of Strategic Planning and Evaluation in the Mecklenburg County Manager’s Strategic Planning & Evaluation unit. Her main accountabilities are to lead the County’s efforts in performance management, strategic planning and program evaluation. In various work capacities, Monica has been recognized numerous times for her significant contributions to the work place where she won the “Making a Difference Award” in 2009 and in 2011 within her current unit. Monica has also received several awards for her work in program evaluation and performance management.

Monica has more than 14 years of professional work experience in local government and has worked for the City of Norfolk, VA and the City of Charlotte, NC. She also has extensive experience working in various consulting capacities in change management, performance management and evaluation, organizational development, and research methodology. Her studies have primarily focused on the relationship between organizational change and employee psychological contracts across a variety of demographic groups.

Monica’s commitments range from serving as the owner of Insight Performance Management Group, LLC, active involvement in the Junior League of Charlotte, member at University Park Baptist Church, serving as a Board member for Promising Pages and as a member on the Advisory Council for the UNCC Women + Girls Research Alliance. She formerly served as a board member for the YMCA of Greater Charlotte Y Achievers program, as Chapter President for the Southern Piedmont of the National Forum for Black Public Administrators, and Emerging Leaders chair for the National Committee of the National Forum for Black Public Administrators. She occasionally works as an Adjunct Instructor at both the University of North Carolina at Chapel Hill (MPA@UNC program) and Pfeiffer University. 

In her spare time, Monica loves serves as a mentor to both youth and adults in her community, loves to travel, watch sports, have dinner with friends, spending time with loved ones, and read spiritual developmental books.
